The timing was spectacular - just 45 minutes before Dowden had been due to make a speech to the RTS Cambridge Convention in which, as he had briefed the media, he effectively declared C4 privatisation a done deal, saying the status quo was 'an act of self-harm'.
Dowden's speech was still delivered - though with 'I' replaced by 'the government' throughout by John Whittingdale.
