In short we think key stakeholders like Bectu, Pact & Ofcom should get together with the Broadcasters to try and work out how there can be a more coordinated, strategic approach to managing the work ecology. This boom/bust, feast/famine scenario is so destructive for Freelancers and Indies alike.
