Fixer in Taiwan?

I am looking for a Taiwan based fixer for a project following the renewed tensions with China, and how the country is preparing for that, specifically focused on the military. Our priority is getting access to urban military training drills so previous experience of connecting with the military in Taiwan would be an advantage.
