"Not eligible" Criteria - Despite Being 'Eligible...'

I've noticed a few of these lately on job posts:

"You are not eligible to apply for this job as it does not match any of the job titles listed in your credits."

Despite the fact that the job role type is indeed list listed in my credits.

Is this a glitch or are there some specific keywords thrown into the mix that's severely narrowed down what we can and can't apply for?
